| 摘要： | This study provides an analysis of several issues that influence the ability of the State of West Virginia to construct, operate and maintain highways. Specifically the study evaluates the current State financing structure and provided simulations of tax rate changes. The study evaluated the new trend of innovative highway financing that has garnered much attention of policymakers around the nation. This was accompanied by a review of public private partnerships. The final analysis provided by this study was an evaluation of long term financing considerations as they pertain to highways in West Virginia. There were many important findings. |
