In January 2001, the Federal Highway Administration (FHWA) issued a final rule to implement Section 5206(e) of the Transportation Equity Act for the 21st Century (TEA-21) requiring that Intelligent Transportation System (ITS) projects funded through the Highway Trust Fund conform to the National ITS Architecture and applicable standards. To meet these requirements, in 2001 the Texas Department of Transportation (TxDOT) initiated the development of Regional ITS Architectures and Deployment Plans throughout the State of Texas. The Lubbock Region was the sixteenth in the series of Regional ITS Architectures to be prepared as part of this initiative. The Lubbock Region is located in west Texas. The Lubbock Region is bordered by the TxDOT Amarillo District to the north, the TxDOT Odessa District to the south, the TxDOT Childress and Abilene Districts to the east, and the State of New Mexico to the west. The Architecture for the Lubbock Region followed a comprehensive process focused on stakeholder outreach and education, identifying market packages and interfaces tailored to the needs of the Lubbock Region, and developing a consensus-based architecture for the Region. This architecture provides a framework for ITS infrastructure to be deployed and integrated in the Lubbock Region over the next 20 years. |
