| 摘要： | Reclamations mission has shifted from an agency whose responsibility was primarily one of constructing and developing water resource projects to a role of operation and maintenance of existing facilities with an increased emphasis on resources management. An assessment of this new role has identified the need for better and proper utilization of public resources under the jurisdiction of Reclamation. A RMP is an important tool in obtaining this goal. The development of a RMP for Heart Butte Reservoir will provide the framework that will enable managers to make sound land use and resource management decisions that are consistent with overall management objectives, minimize conflicts among uses, and have public support. This RMP is prepared to help guide the management of lands and waters andassist in the preparation of annual work plans that reflect sound management decisions. The plan shall be in sufficient detail as to direct future development and use of resources while flexible enough to allow for the resolution of day-to-day operational issues. This RMP is designed to be used, referenced, revised, and updated annually as needed. |
