| 摘要： | This report documents and presents the results of a study to develop an annotated outline, prototype chapter, and work plan for the first edition of the Highway Safety Manual. The purpose of the Highway Safety Manual (HSM) will be to provide the best factual information and tools, in a useful and widely accepted form, to facilitate roadway planning, design, and operational decisions based upon explicit consideration of their safety consequences. |
