This report was prepared for the Arizona Department of Transportation (ADOT), to explore options for dealing with the problems of uninsured and underinsured motorists. Reducing the numbers of uninsured and underinsured motorists would shift costs: from the state and the public to insurers; from health insurers to motor vehicle liability insurers; and from victims to at-fault drivers. It would also increase coverage available to victims of motor vehicle accidents. All of these outcomes are considered desirable. An additional and potential competing, goal is to have motor vehicle liability insurance be as inexpensive as possible. Although maybe not a position all insurers would support, this would be a desirable outcome for the public and the state. |
