This is the Implementation Report for Federal Fiscal year (FFY) 2003. Since the passage of the Intermodal Surface Transportation Efficiency Act (ISTEA) in 1991, the Transportation Advisory Board (TAB) and the Metropolitan Council have prepared reports on the region's activities in these programs for all federal fiscal years beginning with 1992. The purpose of the document is to report the status of projects selected by the TAB and the Metropolitan Council through its regional solicitation for federally funded transportation projects, which was initiated under ISTEA in 1993 and has been conducted biannually since 1995. Projects selected through this process are added by MN/DOT to the region's Transportation Improvement Program (TIP).The Metropolitan Council is the designated Metropolitan Planning Organization (MPO) for the Minneapolis/St. Paul urban area, and is responsible for continuing comprehensive and cooperative ('3C') transportation planning in the seven-county region. Through the TAB, the Metropolitan Council is required by the Transportation Equity Act for the 21st Century (TEA-21) to oversee the allocation of federal funds for transportation projects. |
