The State Hazardous Materials Compliance Effectiveness Study (February 14,, 2003) project reviewed State hazardous materials (HM) transportation compliance programs to identify exemplary initiatives and programs that could serve as models for other States to consider. The study was conducted on behalf of the Federal Motor Carrier Safety Administration (FMCSA) Hazardous Materials Division by the Battelle Memorial Institute in collaboration with the Commercial Vehicle Safety Alliance (CVSA).
