摘要: The South Dakota State Legislature has commissioned a 2008 Interim Study on Highway Needs and Financing to assess funding needs and sources for state and local roads throughout the state. The preliminary scope of the study includes several topics related to local roads and bridges: (1) projected long term state and local highway needs; (2) allocation and distribution of responsibility for all highway segments within the state; (3) future state and local highway cost projections compared to projected revenue; (4) strategies for creating greater efficiency in financing state and local highways; and (5) strategies to promote the development of innovative ideas aimed at reducing highway funding needs. To support a similar study conducted in 1998, the South Dakota Department of Transportation  (SDDOT) conducted research on funding needs for local highways . Based upon the reported condition of local roads and bridges, accepted standards for design, construction, and maintenance of local facilities, and current costs, a team comprising SDDOT research staff and consultants with specialized knowledge in network-level cost estimation developed an estimate of funding needs for the next 20 years. While the 1998 study addressed the primary topic of local highway needs, it did not address the subjects of creating greater efficiency or innovative ideas to reduce highway funding needs. Furthermore, the cost estimate developed in 1998 has become outdated as conditions affecting local roads have changed: (1) costs of construction and maintenance activities have risen dramatically, especially during the past five years, as fuel and raw material costs have inflated; (2) the nature of rural traffic has changed as farm and ranch size has increased and larger and heavier vehicles are used to haul agricultural commodities; (3) large agribusiness facilities, such as ethanol and feeding operations, have concentrated heavy loads at locations throughout the state; (4) residential developments have increased traffic levels significantly in some areas; (5) local governments have deferred construction and maintenance, resulting in some deterioration of road and bridge conditions. Research is needed to update the assessment of local road and bridge needs and to more completely address the subjects of efficiency and innovation at the local level. The objectives of this project are to: (1)  assess the current condition of local roads and bridges in South Dakota; (2) identify major cost elements and the factors affecting changing needs on local roads and bridges; (3)  identify objective and appropriate standards for the design, construction, and maintenance of local roads and bridges for use in estimating life-cycle costs; (4)  estimate current and future funding needs for local roads and bridges; and  (5)  identify opportunities for greater efficiency in financing local highways and reducing local highway funding needs The project has the following research tasks. (1) Meet with the project¡¦s technical panel to review the project scope and work plan. (2) Review similar assessments of local highway needs recently performed in other states to identify potentially useful methodology. (3) Convene representative local road managers to establish consensus on objective and appropriate standards for design, construction, and maintenance of roads and bridges in South Dakota. (4) Develop for review and approval of the project's technical panel a protocol for assessing the condition of local road and bridges in counties, municipalities, and townships in South Dakota. (5) Upon approval of the project¡¦s technical panel, administer the local condition assessment in cooperation with counties, municipalities, and townships in South Dakota. (6) Independently perform quality control to check the reliability of road condition information provided by local agencies. (7) Apply the consensus standards for design, construction, and maintenance of local roads and bridges to estimate current and ongoing funding needs for a 20-year analysis period. (8) Through consultation with local administrators and road managers, identify opportunities for greater efficiency in financing local highways and reducing local highway funding needs. (9) Prepare a final report summarizing the research methodology, findings, conclusions, and recommendations. (10) Make executive presentations to the Interim Committee for South Dakota Highway Needs and Financing and to the South Dakota Department of Transportation Research Review Board at the conclusion of the project.
