| 摘要： | The operational efficiency of a transportation system is greatly limited by incidents which result in great economic losses. In this research a framework for deployment of ITS applications is developed that will ensure effective management of incidents. The study focuses on improving safety of the access controlled highways using such deployments. A decision making methodology called ELECTRE I is used for selecting the best deployment strategy. The different alternative strategies are evaluated using new software tools such as ITS Deployment Analysis System (IDAS) in conjunction with spatial analysis and Highway Capacity Manual procedures to develop an overall benefits evaluation strategy that synthesizes both operational and economic benefits of different Incident Management strategies. |
