摘要: In April 1998 the Federal Highway Administration, Office of Motor Carriers published a report entitled New Entrant Safety Research. This report provided evidence that motor carriers newly entering the trucking industry had higher crash rates and lower rates of compliance with Federal regulations than their more established counterparts. In response, Congress included Section 210 in the Motor Carrier Safety Improvement Act of 1999 directing the Federal Motor Carrier Safety Administration (FMCSA) to establish regulations specifying minimum requirements for new motor carriers seeking Federal interstate operating authority, including a requirement that new entrants (NE) must undergo a safety audit within the first 18 months of operation. The Conference Report (H. Rpt. 108-401) accompanying the Consolidated Appropriations Act, 2004, (P.L. 108-199) requested FMCSA submit a NE program implementation plan to the House and Senate Committees on Appropriations.
