摘要：	The limitations of existing roadway infrastructure in the Puget Sound region, primarily in the form of capacity constraints causing traffic congestion, presents a difficult challenge for companies involved in the business of moving container freight and goods on those same roadways. These companies are facing higher container volume demands and increased costs to do business, so developing a more efficient distribution network is desired, not only for these companies, but also to preserve the attractiveness of the Puget Sound region as a reliable, regional freight mobility system. Future infrastructure improvements to our roadways, as well as to our railways and port facilities, are necessary and invaluable, but there may not be enough financing to make all the improvements needed to ensure fast and reliable movement of freight. Therefore, careful allocation of available infrastructure and increased efficiency become priorities. By reducing system waste in the form of delay, high inventory, duplication, and lack of consistency, more efficiency will likely be gained regardless of the shape and size of the infrastructure.
