The primary objective of this study was to identify and measure the benefits of transit to other economic sectors in Wisconsin. This study specifically focuses upon the benefits of public transit service to the healthcare, work, education, and retail, recreation and tourism sectors. A secondary objective was to measure the impact of public transportation on congestion management in large urban areas of the state. The analysis relies upon a methodology previously developed by the author that identifies user preferences and actions as well as modeling the impact of such decisions on the appropriate sectors. Various sources of information and data were employed to conduct the study. These included a comprehensive literature search, and on-board rider survey, information from several transit agencies in Wisconsin, panel opinions from a group of experts, as well as reports and publications from earlier studies. |
