This report summarizes a review of the 2003 U.S. Army Corps of Engineers Reconnaissance Report, with an emphasis on the analysis of future container traffic on the Great Lakes/St. Lawrence Seaway. Comparisons were made with summaries of previous studies conducted in the 1970s, which analyzed the feasibility of winter navigation on the GL/SLS. The authors found the Corps to be following its mandated systematic process for evaluating what should be done on the GL/SLS at a critical time when extensive maintenance to the system will be required. The authors found that, in conducting the reconnaissance study, the Corps was addressing many of the issues that were raised in a study conducted by the Pennsylvania Transportation Institute in 1979. However, the authors concluded that many of the critiques that applied to the 1970s winter navigation study also apply to the current proposed GL/SLS improvements, and to that end this report identifies several issues that raised important concerns. The report offers critiques, conclusions, and recommendations as they relate to the analysis of potential container traffic on the GL/SLS. |
