Since the early 1900s the Colorado Department of Transportation (CDOT) has undertaken many activities to advance the use
of system performance measures to help make informed investment decisions related to transportation Colorado. Through
the years the activities have evolved into a system of customer-orientated, outcome-based performance measures for Mobility,
Safety, System Quality (Maintenance A Preservation - Surface Condition & Bridge), and Effectiveness(Administration &
Operations). The practice has evolved to the point where the department is ready to prepare initial performance measures
for the various component areas and present the measures to the Transportation Commission for consideration.
Throughout the performance measure development process, data and methodologies have been employed for the purpose of
advancing the concept, bat that knowingly fell short of acceptable data quality and reliability standards, In preparation for
reporting the mobility performance measures CDOT seeks recommendations for both short- (year 2000) and long - term (post
year 2000) improvements to calculating and reporting various mobility performance measures. This current report presents
research findings and recommendations for improving several mobility performances measure data collection sources and
measurement estimation techniques. Major sections of the report address criteria to report statewide congestion, required
enhancements to the existing CDOT travel data collection and analysis system, short-term improvements, and long-term
improve meats.
