| 摘要： | The success of any U.S. Air Force mission depends on the availability and performance of its supporting infrastructure. But because of the complexities in the way that myriad infrastructure assets support a wide range of missions, the proper level of funding for infrastructure maintenance can be difficult to establish or defend, and the detrimental effects of chronic underfunding on mission capability and readiness may not become apparent for several years. This report discusses several analytic approaches for linking infrastructure resources to readiness and for articulating the effect of infrastructure underfunding in the Air Force Program Objective Memorandum (POM) process. |
