摘要: The use of safety belts and child safety seats has been shown to be an effective means to reduce the injuries of motor-vehicle occupants involved in a traffic crash. Past efforts to increase safety belt usage include public information campaigns, both local and statewide legislation, and enforcement of the legislation. The most recent legislation in Kentucky requires the use of safety belts for all vehicle occupants. Statewide surveys were conducted almost annually from 1982 up to the present. In the 2000 safety belt and child safety seat usage rates survey continues to document the results after enactment of a statewide mandatory safety belt law in 1994. Data were collected at 200 random sites across Kentucky and were combined into a statewide percentage. The data showed that the usage rate increase found in 1999, after a few years remained stable, continued in 2000 to a smaller degree. The statewide law, except for children, involves secondary enforcement. To obtain maximum increase in usage, the current law should be modified to allow primary, rather than secondary, enforcement for all vehicle occupants.
