In order to judge whether the policy directed towards reduced studded tire use in the larger Norwegian cities has a cost in terms of unacceptably increased accident rates, we have analyzed the daily accident counts recorded in Oslo, Bergen, Trondheim and Stavanger over a period of almost 10 years. A data base including accident counts, traffic counts, weather records, speed measurements, and surveys on studded tire use, totaling more than 11,000 units of observation, was constructed and analyzed by means of generalized Poisson regression modeling. Studded tires are shown to have a very modest overall safety effect, when account is taken of behavioral adaptation. |
