Phase 1 of this study was completed and documented in August 1999 in the previously referenced IISTPS publication, Impacts of the North American Free Trade Agreement of Transportation in the Border Areas of the United States with Emphasis on the California-Mexico Border. This initial phase focused on the identification of the major transportation issues in the border area and concentrated on those that could be implemented by the California Department of Transportation (Caltrans) over a short time frame (one to five years). PURPOSE OF THIS PHASE II STUDY-In several instances, because of new legislation, rapid growth of border trade, and other factors, it soon became evident that further identification of issues, and recommendations for addressing them, was needed. This Phase II study fulfills that need by identifying key unaddressed policy-oriented land transportation issues that affect the California-Baja California border, and formulating recommendations for action. |
