摘要：	The work studied for the Finnish Road Administration (Finnra) the suitable scope of its basic traffic information related services and the need to buy the rights to distribute to so-called third parties traffic status information purchased by Finnra. The work was carried out by interviewing Finnish service provider representatives and other experts as well as representatives from European road administrations. The interview results indicate that Finnra should in its authority role provide to road users traffic control via fixed and variable signs, authority co-operation in incident management as well as authority announcements on incidents, adverse road surface conditions and other hazards on the highway network. The quality and coverage of these services should be further improved. Almost all agreed that Finnra can provide the following information e.g. via its internet site: information on adverse conditions and disturbances due to road management operations on the highway network, measurements of road weather monitoring stations and automatic traffic monitoring stations, and traffic and road weather camera video footage from the highway network. The most controversial item in Finnra's information service deals with traffic flow status on the main trunk road network and around large urban areas. It is likely that Finnra should not distribute this information on the internet, but only give different service providers access to this information. In order to facilitate service provision business, Finnra should clearly indicate the spatial coverage and quality levels of the information it purchases and further distributes to service providers. In addition, it is important that Finnra commits and restricts itself to the information coverage and quality indicated for a sufficiently long time i.e. for preferably at least five years. In purchasing the information, Finnra must clearly indicate in the tender documents its intention of distributing the information to service providers in addition to its own uses. Hence, information providers can readily price the information accordingly during the tendering. The situation may cause problems in cases, where Finnra wishes to start purchasing and further distributing information, which already has markets in Finland. Due to Finnra's central role, the transparency and predictability of its own actions and activities are extremely important to the whole sector and especially to companies carrying out business in the traffic information service domain.
