The Swedish road safety policy is based on the 'Vision Zero' supplemented with quantitative objectives for specified periods of time. The latest objective for 1996- 2007 of 270 annual fatalities was not achieved. Thus, the Swedish Road Administration has to propose a new objective to be applied from 2008. The Swedish Road Administration has developed a model for the future road safety management. The keywords are regular follow-ups, commitment from participants and management by objectives. The objectives chosen are speed, safety on rural roads, safety on urban roads, safety of cars, driving while intoxicated, seat belt wearing and bicycle helmet wearing. TO1 assesses that achievement of these objectives supplemented with achievement of few other objectives can reduce the number of fatalities by 230. However, this reduction requires comprehensive safety measures. The realism of this scenario can be questioned. Three other scenarios have been assessed. These are system design, traffic behaviour and business as usual. These will reduce the annual number of fatalities by 110-190. |
