摘要：	This report addresses the effectiveness of the Coast Guard's boat crew communications system to support maritime operations. We conducted this work as part of our audit to determine whether the current Maritime Safety and Security Team (MSST) program and structure is the best approach for the Coast Guard to accomplish its maritime law enforcement and homeland security missions. We incorporated formal comments from the Chief, Office of Budget and Programs in the report.
