摘要: Streets and highways represent major public investments and valuable resources that provide for mobility, accessibility, and economic vitality. Access to and from abutting properties must be managed to ensure that streets and highways operate safely and efficiently. Property owners have a right of reasonable access to the general system of streets and highways. Roadway users have the right to freedom of movement, safety, and efficient expenditure of public funds. The need to balance these competing rights is especially acute in cases in which significant changes in land development have occurred or are envisioned to occur. The safe and efficient operation of the roadway system calls for effectively managing the access to adjacent developments. The purpose of access management is to provide vehicular access to land development in a manner that preserves the safety and efficiency of the transportation system. Roadway access management is defined in the 2003 TRB Access Management Manual as follows: The systematic control of the location, spacing, design, and operation of driveways, median openings, interchanges, and street connections to a roadway. It also involves roadway design applications, such as median treatments and auxiliary lanes, and the appropriate spacing of traffic signals.
