| 摘要： | This document provides guidance for transportation planning agencies to help them incorporate travel time reliability performance measures and strategies into the transportation planning and programming process. This will allow operational improvements to be considered alongside more traditional types of capital improvements and ensure that transportation funds are being used as effectively as possible. This document is the technical reference for incorporating reliability performance measures into the planning and programming process. It provides a how-to guide for technical staff to select and calculate the appropriate performance measures to support the development of key planning products, including the following: (1) Long-range transportation plans; (2) Transportation programs (State Transportation Improvement Programs (STIPs) and Transportation Improvement Programs (TIPs)); (3) Congestion management process; (4) Corridor planning; and (5) Operations planning. |
