摘要: This report describes the research findings of a study that includes the evaluation of operational performance of HOV facilities in several regions in California with different access types as well as a before-after comparative study of California facilities where access types were converted in recent years. The two most common types of HOV lanes in California are continuous access, prevalent in Northern California, and buffer-separated limited access, prevalent in Southern California. The objective of the study was to understand whether HOV facilities exhibited observable differences in their operational performance and if the conversion of access types resulted in noticeable differences. The work, covering HOV facilities in the San Francisco Bay Area, Los Angeles County, and Orange County, was jointly carried out by research teams from the University of California, Berkeley and the University of California, Irvine. A separate but coordinated study, conducted by a research team from the University of California at Riverside, evaluates the HOV facilities in Riverside County. The report documents the scope of the study and the data sources, and then presents the results of analysis based on real-world data and microsimulation. A set of performance measures were defined and selected to indicate how well the HOV facilities achieve its intended goals - that are the relief of congestion, saving of travel time, carrying more vehicle flows and passenger flows. Additionally, an alternative methodology of indicating how well the operations perform in terms of the traffic flow fundamental diagrams was also adopted.
