WYDOT and FHWA initiated an Environmental Impact Statement (EIS) in 2000 that studied portions of the three highway segments that meet at Hoback Junction: U.S. Highway 26/89/189/191 from MP 148.6 south to the Junction, U.S. Highway 26/89 from MP 140.7, and U.S. Highway 189/191 to MP 160.8. In 2007, WYDOT and FHWA separated these three segments into three distinct NEPA studies based on their independent utility and distinctive attributes. This led to the initiation of the Jackson South EIS. During project scoping and through public meetings, it became clear that the three segments have differing needs and result in significantly different alternatives. In addition, the level of controversy for the solutions differs among the segments due to their impacts to resources. One other contributing factor in deciding to separate the three distinct segments was the time frames proposed for construction (see Section 1.3 for more information). |
