In July 2013, the FAA requested the NextGen Advisory Committee (NAC) to develop recommendations related to the Agency’s NextGen investments. In light of budget pressures and possible sequestration impacts, the NAC was requested to review current FAA plans and activities that have an effect on the implementation of NextGen According to the FAA request, “the Taskings, NextGen Activity and Prioritization and Revised Prioritized List of NextGen Integrated Capabilities and Locations, are in response to the uncertainty around funding for NextGen projects.” This task included the following activities: and develop a prioritized list of Tier 1 (consensus on activities that should continue no matter what) and Tier 2 (consensus on activities that should continue, resources permitting) recommendations. The NAC was requested to complete this work and present the report at the September 19, 2013 NAC meeting. The NAC followed a process that incorporated an analytic, transparent, repeatable, defensible approach to prioritizing NextGen capabilities and related activities. This approach entailed applying a ranked list of weighted criteria against a candidate list of capabilities and activities. Based on the FAA request, the work of the NAC was conducted in as agile, and comprehensive a manner as the accelerated timelines allowed. The Committee also specified a set of underlying assumptions to guide its work and a set of guiding principles to inform the FAA as it considers these recommendations and sets its priorities for NextGen investments. |
