The Northern California Metroplex consists of airspace delegated to the Northern California Terminal Radar Approach Control (NCT) and the Oakland Air Route Traffic Control Center (ZOA). Specific airports within the lateral confines of NCT airspace were selected based on their proximity to each other and interaction with each other within NCT and ZOA airspace. The Northern California OAPM Design Team focused on aircraft operations at San Francisco International Airport (SFO), Oakland International Airport (OAK), San Jose International Airport (SJC) and Sacramento International Airport (SMF). The Design Team began the process by reviewing the Study Team Final Report to identify all conceptual proposals. While the Study Team Report provided the framework for the Design Team activities, the Design Team had the flexibility to modify or adjust the Study Team proposals if the changes enhanced the expected benefit or if the changes were operationally necessary, provided they did not significantly reduce the expected benefits, increase the expected costs, or extend the project timeline. |
