The highway vehicle emission rates in the MOVES model database represent emissions under a single (base) scenario of conditions for temperature, humidity, air conditioning load and fuel properties. MOVES is designed to adjust these base emission rates to reflect the conditions for the location and time specified by the user. MOVES also includes the flexibility to adjust the base emission rates to reflect the effects of local Inspection and Maintenance (I/M) programs. This report describes how these adjustments for temperature, humidity, I/M and air conditioning were derived. Adjustments for fuel properties are addressed in a separate report. This report describes adjustments that affect running exhaust, start exhaust and extended idling emissions. The crankcase emission processes are chained to running exhaust, engine start and extended idling emissions, and thus are similarly affected by the temperature adjustments described in this report. The impact of fuels, temperatures and I/M programs on vapor venting, permeation and liquid leaks is addressed in a separate report on evaporative emissions. This report is an update to the previously posted MOVES2014 report (EPA-420-R-14-012, December 20143). These changes include Section 2.6, which documents the temperature adjustments for energy consumption. We have also revised the description of the development of the inspection and maintenance benefits for MOVES in Section 5.3, along with Equation 18 in that section, and have documented MOVES2014a updates to the default MOVES I/M Program inputs in Section 5.6. |
