摘要: These guidelines describe both best practice and acceptable practice for performing project-level traffic forecasts for the State of Hawaii. The guidelines describe a number of techniques and options that are all acceptable within their intended scope, specific to the technique. Techniques include (1) Custom travel forecasts using conventional three-step or four-step travel forecasting software; (2) Refinement of existing travel forecasts or of new forecasts from existing models; and (3) Statistical analysis of time series. To the extent possible these guidelines are consistent with national standards including the “Analytical Travel Forecasting Approaches for Project Level Planning and Design,” NCHRP Report 765, which is an update of NCHRP Report 255. Four extensive case studies were developed with HDOT data, case study 1 based on the Lahaina Bypass, case study 2 based on the Saddle Road/West Side Defense Access Road (Daniel K. Inouye Highway), case study 3 which is a trends analysis on major highways, and case study 4 on models correlating ADT with other trends.
