Since 2001, Texas has been designed and constructed 10 sections of perpetual pavement (PP) on heavily trafficked highways. With the oldest section having a service life of over 14 years, there is an opportunity to review the existing PP design and construction practices with a view of enhancing the design procedures and recommending the best construction practices for cost-effectiveness. A critical review of field performance is warranted with recommendations on how to make these pavements cost competitive with both conventional 20 years flexible pavements and rigid concrete pavements. The research methodology and scope of work mainly included: (1) Extensive reviews of existing PP design and construction practices and global PP data. (2) Case studies on in-service PPs with field performance and life-cycle cost (LCC) comparisons with conventional flexible and rigid pavements. (3) Recommendation of best design methods and construction practices. The field performances of Texas PP sections are still in good condition to date, with no major structural distresses. Also, from the comparative performance and LCC evaluations with conventional pavements, the PPs exhibited superior performance- and cost-effectiveness during their 50-year life cycle. To enhance the PP mechanistic-empirical design procedure, default EL criteria were developed and incorporated into the enhanced TxME system. Due to current conservative Texas PP designs, recommendations were provided for structural and material design for future cost-effective Texas PPs. |
