In recent years,implementing mobility-based performance specifications has been a topic of interest for many state transportation agencies (STAs).However,in 2010 a National Cooperative Highway Research Program (NCHRP) domestic scanning tour of best practices in work zone assessment,data collection,and performance evaluations found that no STA has implemented mobility-based performance specifications for highway construction contracts due mainly to the difficulty in obtaining real-time performance data in work zones throughout the duration of the construction.To determine if this type of specification is feasible for highway construction contracts,multiple methods for gathering information were used,including a literature search,interviews,and an online survey.Overall,the study found that the current technology is capable of continuously collecting mobility data necessary for implementing mobility-based performance specifications in highway construction projects.While this type of specification is found to be feasible to implement,it is important to understand that a large amount of data will be collected and extra personnel are needed to monitor and execute the mobility-based performance specifications. |
