1.3million road deaths and more than 50 million injured worldwide clearly shows an epidemic on wheels'.A large number of those injured have been disabled for life, and these families are pushed to further poverty, when they are economically weaker in the first place.These injuries place immense burdens on hospitals and health systems, which is stated to be a public health crisis.The economic loss to the developing world is at least $ 100 billion a year.Without any sound and logical action taken, annual deaths are forecast to rise to 1.9 million by 2020 surpassing the HIV/AIDS.The Decade of Action for Road Safety (2011-2020) has charted out a tested action plan based on experience of the developed world.For example, the First Pillar recommends building a robust system for'Road Safety Management'with defined capacity to handle this man-made calamity through structured actions at national, regional and local levels.Similarly, the Second Pillar suggests'Safer Roads and Mobility'to be promoted throughout the network.These well thought out significant pillars of the Decade of Action suggest a full knowledge of the road safety problem to manage and ameliorate it.Advance crash data collection and analysis system is an integral part of Road Safety Management, as it is not possible to manage that can't be measured.The systematic approach of Road Safety Management comprises of (i) Institutional Management Functions, (ii) Interventions, and (iii) Results.Planning, designing, and implementation of interventions depend on how we collect and manage the data.Till date most low and middle income countries, though 92% of road traffic deaths occurring in these countries, lack robust database to define the problem of road safety for addressing it.Needless to mention that the existing agencies involved in managing road safety does not have data-led analysis of the problem.All road safety efforts are not based on systematic and evidence based solutions required to be attempted.Crash database with ease of data collection, transport and management is required in every country to share it across all stakeholders of this burning problem of the society.Technology has now provided a level playing field for even the poorer countries to adopt better data collection systems.Data on assessment of safety of the network is also equally important to improve the level of safety for the existing road network to a minimum level of safety.All these are possible now with greater ease and to leap frog for attaining higher level of safety in the network. |
