摘要：	This research will focus on case studies of metropolitan planning organizations (MPOs) and their asset management practice in order to identify the data needs as well as tools to support asset management. The project will include structured interviews with stakeholders from various public agencies including local MPOs as well as various transportation entities in the region. This process, with theorietical underpinnings in public participation, will make use of Soft Systems Methodology (SSM). SSM is a qualitative approach to intervene in complex problem situations. It is a holistic and systematic approach. The objectives of the project are three fold. (1) to understand the state of the practice of asset management and its place in the long range plan for the region; (2) identify gaps and needs in data and tools, and (3) explore tools to support asset management at the regional level.
