摘要: The State of South Dakota proposes its continued participation in the Commercial Vehicle Information Systems & Networks (CVISN) program of the Federal Motor Carrier Safety Administration (FMCSA) to: (1) fully satisfy CVISN core requirements; (2) extend the delivery of CVISN functionality to more locations in the state; (3) resolve technical issues that currently limit the benefits of improved safety and efficiency to regulatory agencies, the trucking industry, and the public; (4) plan for enhanced CVISN capability. South Dakota has identified six distinct elements of work to fully achieve CVISN core capabilities. Program Management coordinates the activities of the CVISN Program Team; maintain program plans and design; manage consultant contracts; report progress; and systems engineering. Electronic Credentialing for the International Registration Plan (IRP) and the International Fuel Tax Agreement (IFTA) systems. Electronic Screening Information Exchange works with the John Hopkins University Applied Physics Laboratory (APL), the FMCSA, the Safety and Fitness Electronic Records (SAFER) systems and NorPass affiliated states to improve the electronic screening processes and increase the number of carriers able to participate in the e-screening operations. Automated Permitting System Enhancements modify the permitting system to incorporate additional permit types that can be used for e-screening, and enhance the routing network to include interchange ramps and connections to local highways. Electronic Screening Expansion  expands the e-screening program to the Sisseton Port of Entry. Enhanced CVISN Planning identifies and document the enhanced CVISN functions which can be implemented after South Dakota completes its core CVISN requirements. The objectives of this research are to: (1) provide overall management of South Dakota's CVISN Program; (2) complete and implement the electronic credentialing projects necessary to meet the Core CVISN commitments; (3) expand electronic screening operations to the Sisseton Port of Entry. Research tasks include: (1) meeting with the project's technical panel to review the project scope and work plan; (2) review and summarize existing research concerning commercial vehicle permits and electronic screening; (3) complete a critical assessment of the architecture that has been realized in South Dakota's CVISN efforts to date; (4) update and maintain the CVISN Top Level Design & Program Plan; (5) define the requirements for a new IRP/IFTA system with electronic filing capabilities; (6) acquire and customize an integrated system that satisfies the IRP/IFTA requirements; (7) create a supplementary process for acquiring electronic screening data and use the data to increase the number of carriers eligible to participate in electronic screening; (8) develop enhancements for the South Dakota Automated Permitting System and incorporate additional permit types for e-screening applications; (9) expand the electronic screening operations to the Sisseton Port of Entry; (10) provide Quarterly Progress Reports on all CVISN activities to the FMCSA; (11) upon completion of the CVISN core requirements, identify enhanced CVISN activities and develop an application for Expanded CVISN funding; and (12) make an executive presentation to the SDDOT Research Review Board at the conclusion of the Core CVISN project.
