The Transportation Data Office (TDO) has 150 permanent traffic reporting (PTR)/Weigh in Motion (WIM) sites located on state highway and primary routes throughout the state of Washington. The need for heavy vehicle (truck) traffic weight and classification data has become increasing critical for monitoring freight flows and anticipating necessary pavement design requirements to support economic growth and vitality. Current data capture sites may not provide adequate freight data collection information in all geographic regions throughout the state, or in some cases may be collecting redundant information leading to inefficient allocation of data collection resources. To insure an efficient data capture design that provides valuable information throughout the state and region, a complete review of the data and information needs relative to information currently being collected at PTR/WIM sites and freight routes is warranted. This comparison should result in a more efficient long-range plan and proposal regarding PTR/WIM site organization, maintenance and future installation for the TDO. Specific objects include: (1) Clearly identify past, current and likely future uses by customers/clients of PTR/WIM data information collected and maintained by the WSDOT Transportation Data Office; (2) Detail the unique data attributes and information needs relative to different WSDOT Transportation Data Office customers/clients; (3) Evaluate data collected at each PTR/WIM site (individually and/or collectively by highway type, geographic location, region, freight profile, vehicle type, season, etc.) to determine and identify any date gaps/redundancies relative to customer needs; and (4) Develop and formulate recommended site or date capture changes to minimize data gaps and/or eliminate data collection inefficiencies. |
