| 摘要： | There are a number of important needs for state Departments of Transportation to better preserve and manage institutional knowledge. These include: (1)ƒnTraining those who will replace the unprecedented large numbers of long-term DOT employees who are departing; (2) ƒnProviding information and knowledge that managers and technicians need to deliver agency programs effectively, on time, and within budget; (3) Answering requests from legal staff for information to support agency positions in litigation; (4) Integrating historical perspectives into current transportation agency activities and decision making; and (5) ƒnResponding to requests about the agency's history from elected officials, the media, historians, researchers, and the general public, and from within the agency. These needs are growing in magnitude and urgency at a time of diminished agency resources. It is therefore timely and appropriate to conduct a synthesis study of how state DOTs conduct knowledge management to preserve and use institutional memory. State DOTs have adopted a wide range of approaches in response to these needs for the management and preservation of historically significant material. This synthesis study will be conducted to identify the practices followed by state DOTs for the effective organization, management, and transmission of documents and other forms of knowledge to current employees and the next generation of leadership. This will address both program and policy issues, and project details. The study will also include exemplary practices for knowledge management from other professions. Information will be gathered by literature review, survey of state DOTs (CEO's and TRB state reps), and interviews. Case studies of leading practices may be included. |
