| 摘要： | Wesentlicher Baustein eines zukuenftigen Gesamtsystems Strassenerhaltung ist die Entwicklung eines umfassenden Bauwerk-Management-Systems (BMS), mit dem der Bauwerksbestand auf Objekt- und Netzebene umfassend erfasst und bewertet werden kann. Die BASt hat die Konzeption des zukuenftigen BMS sowie einen Stufenplan zur Realisierung erarbeitet. Die Konzeption sieht eine Aufteilung in Planungs- und Realisierungsprozesse der Laenderverwaltungen sowie Controllingprozesse der Bundesverwaltung vor, die jeweils in eine Anzahl unterschiedlicher Themenfelder untergliedert sind. Der Stufenplan stellt die einzelnen Realisierungsschritte dar. Die ersten drei Stufen wurden bisher bereitgestellt. Stufe 1 umfasst dabei die benoetigten Grundlagenuntersuchungen zur Informationsbereitstellung. Mit Stufe 2 wurde ein Verfahren zur Bewertung von Massnahmen und Objekten auf Objektebene entwickelt. Stufe 3 beinhaltet die Bereitstellung eines Verfahrens zur Optimierung von Erhaltungsprogrammen auf Netzebene. Ziel des vorliegenden Projekts ist die Entwicklung der Stufe 4 des konzipierten Bauwerk-Management-Systems, das heisst die Vorbereitung der Ausschreibung und Durchfuehrung der IT-Realisierung des BMS und die Umsetzung in die Verwaltungspraxis. ABSTRACT IN ENGLISH: An important component of a future total system for road maintenance is the development of an extensive building structure management system (BMS) with which the building stocks can be acquired and evaluated on the object and network levels extensively. BASt has worked out the conception of the future BMS as well as a plan by stages for realisation. The conception sees a division into planning and realisation processes of the state administrations as well as controlling processes of the federal administration that are each subdivided into a number of different topics. The plan by stages represents the individual steps towards realisation. The first three stages have been prepared till now. Stage 1 covers the required research on fundamentals for the preparation of information. Stage 2 is the development of a process for evaluating measures and objects on the object level. Stage 3 consists of the preparation of a process for optimising maintenance programs on the network level. The objective of the existing project is the development of stage 4 of the building structure management system conceived of, i.e. the preparation of the proposal and the execution of the IT realisation of the BMS and converting it into administrative practice. |
