| 摘要： | Ziel des Projektes ist die Entwicklung eines "All-Hazard Guide" fuer kritische Transportinfrastrukturen in Europa. Als Ergebnis soll ein Handbuch erstellt werden, in welchem alle moeglichen Gefahren fuer Transportinfrastrukturen identifiziert werden. Des Weiteren werden Kriterien entwickelt, welche eine Identifikation wichtiger Infrastrukturen ermoeglichen. Diese Kriterien werden mit den zuvor genannten Gefahren kombiniert und in eine Matrix ueberfuehrt. Das finale Handbuch erlaubt Betreibern und Eigentuemern von Transportnetzen, die relevanten Gefahren fuer ihre existierenden Infrastrukturen zu identifizieren sowie jene Bauwerke zu filtern, die fuer eine bestimmte Gefahr anfaellig sind. Dies soll zum einen die Praevention von sicherheitsrelevanten Ereignissen foerdern, als auch das Sicherheitsbewusstsein von Betreibern und Eigentuemern kritischer Infrastrukturen erhoehen und dadurch schlussendlich die Verfuegbarkeit von Transport-Infrastrukturen verbessern. ABSTRACT IN ENGLISH: The objective of the project AllTraIn is the conceptualization of a comprehensive and structured all-hazard guide for critical transport infrastructures in Europe. The holistic approach for the identification of threats for transport infrastructures ensures that all kinds of hazards are considered. Furthermore, criteria for the identification of important infrastructures are developed. These criteria are combined with the before mentioned threats into a qualitatively assessed compilation of different threats and different transport infrastructure. The final guide enables the owner/operator of transport networks to identify, on the one hand, the relevant threats for his infrastructure and, on the other hand, the types of infrastructures in his network which are susceptible to a specific threat. This dual-entrance approach forms an integral part of the project result. This approach supports the prevention and preparedness of critical infrastructure by stimulating and supporting risk assessment and developing methodologies for the protection of critical infrastructure. A directly related outcome will be the improvement of the availability of transport infrastructure in general due to the increased security awareness resulting from the exchange of know-how and experience of the owners/operators of critical infrastructures. |
