摘要: More than half of the crash fatalities in the United States occur along rural roadways. A reduction in these events is necessary, but their widespread nature requires the application of a project identification and prioritization methodology that is different than the traditional reactive "hot spot" approach. Proactive systemic safety improvement methodologies and tools use crash data and roadway characteristics to approximate risk and identify/prioritize potential safety improvement locations. There are currently several proactive systemic safety improvement alternatives in various stages of development. This research will systematically evaluate the weighting of the factors used in one or more of these. The first objective of this project is to summarize and compare the proactive systemic safety improvement tools available. One or two of them will then be applied and evaluated with data from a sample of low volume paved rural roadways. Of particular interest is the methodology currently used to develop county safety plans in Minnesota. The prioritization results from this activity will be compared as the weighting of the risk factors are altered. The second objective of this research is to identify additional or new factors that might be considered if of the proactive approach was applied to unpaved roadways. The third objective of the project is to identify and summarize completed research about safety improvements that might be implemented on low volume rural roadways (paved and unpaved). The results of this research can be used to better guide the choices and decision-making related to the form and application of the methodologies used for systemic safety improvement programs along low volume rural roadway systems. The current state of the knowledge related to some of the safety improvements that might be implemented at the locations identified by these methodologies will also be summarized.
