The purpose of this Interagency Agreement between the Federal Highway Administration (FHWA) and the U.S. Institute for Environmental Conflict Resolution (USIECR) is to continue the mechanism that will provide to FHWA the range of the unique Environmental Conflict Resolution (ECR) services that USIECR can provide since it is an impartial entity inside the Federal government, independent of other agencies, that can provide conflict resolution services to help public and private interests manage and resolve environmental conflicts nationwide. These include consultation, on-site programmatic review and training, case analysis, conflict assessment, process design, convening, neutral selection, facilitation, mediation, program development, conferences/skills exchanges, roster maintenance, evaluation assistance, consultations with senior mediators, and project management to assist with collaboration and in resolving environmental and natural resource-related disputes. The services provided by USIECR, directly through USIECR staff or through qualified contractors, to the FHWA will be to support high priority FHWA initiatives such as Every Day Counts, Planning and Environment Linkages, Context Sensitive Solutions, collaboration and conflict resolution, and timely project delivery. USIECR can also provide assistance in the development of collaboration workshops focused on advancing tribal consultation agreements between FHWA, tribal nations and State Departments of Transportation (DOTs). |
