摘要: Asphalt pavement performance is dependent upon the quality of the mix. A poorly designed mixture or poorly constructed pavement may fail by stripping, rutting, cracking or raveling. The Arkansas State Highway and Transportation Department (AHTD) has, over time, developed stringent controls to ensure quality of the mix and consequently, the pavement. The Department has developed compliance, price reduction and rejection limits for ACHM courses for asphalt binder content, air voids, voids in mineral aggregate (VMA) and density. The Department also pays incentives in an effort to reward contractors for producing a pavement that is durable and consistently exceeds the minimum test values established in the specifications. In 2009, approximately 2.6 million dollars was paid by AHTD to contractors for ACHM Surface Course property incentives. It would be a great benefit to the Department to determine through an analysis of historical data if the benefits received are worth the cost of incentives in accordance with the Department's 2003 Standard Specifications for Highway Construction. There has been no study to determine if incentive pay has led to improved pavement quality because the data is difficult to collect. However, with the Department's implementation of Sitemanager and improved pavement condition information from the 2010 ARAN, it is believed to now be possible to determine the value of incentive pay.
