摘要: Secondary crashes often result during major traffic incidents and, unfortunately, can be more serious, in terms of damage and injury, than the primary incident that first responders are trying to clear. In addition to the motorists who have to maneuver though a hazardous environment, emergency responders are at a greater risk of injury or death due to secondary incidents resulting from the traffic backup of a primary incident. State and local agencies are facing more litigation as victims of secondary crashes and their families try to recover damages from these incidents. As of October 1, 2010, the Federal Highway Administration (FHWA), in conjunction with the Texas Transportation Institute (TTI), is nearing completion of a Performance Metrics Project which has surveyed States across the country about performance measures' implementation, and specifically includes tracking of Secondary Incidents. It is anticipated that study results will show that few metropolitan areas routinely collect Secondary Incident metrics in practice. This proposed project will build on the FHWA work to encourage the implementation of Secondary Incidents Tracking and Best Practices, and will conduct a pilot program to help foster such tracking, for Coalition Member States have noted a strong need to show the safety and cost implications of secondary incidents to measure the performance of Traffic Incident Management programs and improve the safety of responders.
