Capabilities and Limitations in Performing Safety, Security and Capacity Analyses of Critical Rail Corridors |

It is the intent of the proposed research to investigate the capability of existing information (data) and analysis tools to identify and address safety, security and capacity concerns at the critical rail corridor level. This will be accomplished through a focused study directed at a critical rail corridor located in the southeastern region of the United States. In doing so, the research is designed to accomplish two important objectives: 1) establish the extent to which data and tools are available to analyze these concerns and illustrate their use, and 2) identify limitations that would need to be overcome in order to improve upon the ability to perform critical rail corridor analyses in the future. For the purposes of the proposed research, the following definitions of safety, security and capacity are used. Safety refers to how well operations are performed along the corridor with respect to accident frequency and rate, and the corresponding impacts on human health and the environment. Security is defined as the degree to which a facility is vulnerable to an event that could cause a disruption or compromise of information, people, goods or infrastructure. Capacity is viewed as the industry's ability to meet customer demand by delivering the necessary supply of goods within defined temporal and economic constraints. |
