Unpaved roads are owned and maintained by county, township or tribal jurisdictions. Due to lower funding levels, there may be a lack of formal planning and prioritization of unpaved road networks with a focus on repair rather than preservation. As construction costs increase, prioritization of scarce funds is required to maintain an existing system. Over the last decade, construction costs have increased while funding has remained relatively constant (Federal Highway Administration 2018). This research is intended to develop a framework that includes user costs, condition analysis, life-cycle analysis and benefit-cost analysis for use in quantifying the impacts of maintenance and improvement activities on unpaved and gravel roads. |
