The main goal of this research project is to develop a cost-estimating decision support tool for all bridge construction methods, including conventional staged construction, accelerated bridge construction (ABC) methods with limited closure, and ABC with full closure. The proposed decision support tool will be designed to enable Illinois Department of Transportation (IDOT) decision-makers to develop and compare accurate cost estimates of all feasible bridge construction methods in order to identify an optimal selection from this set of alternative methods. To accomplish this goal, the research objectives of this project are as follows: (1) Develop a parametric cost-estimating decision support tool to enable IDOT designers and decision-makers to accurately estimate the total and life cycle cost of all feasible bridge construction methods including (a) conventional staged construction; (b) ABC methods with a limited closure times (e.g. 3 day, 7 day, and 21 day); and (c) ABC method with full closure and detour. (2) Develop guidelines that can be used by IDOT planners to identify all feasible bridge construction methods for any bridge construction project based on its specific characteristics, requirements, and constraints. (3) Analyze case studies that include a representative sample of completed IDOT bridge projects to evaluate and refine the performance and accuracy of the developed cost-estimating decision support tool. (4) Develop guidelines that can be used by IDOT bridge and roadway project planners to compare and rank all feasible bridge construction methods based on their individual performance in construction costs, road user costs, and life cycle costs. |
