NCHRP Project 20-24(95)A - "Ensuring Essential Capability for the Future Transportation Agency" produced The Agency Capability Building (ACB) Guidebook and associated website as a result of the research process, that can be found at www.agencycapability.com. The ACB Guidebook is offered in both PDF format of the written version that was the final product of the research and in a digital format that offers better navigation of the guidance and offers the guidebook content in modular ways.
NCHRP Project 20-44(40) will disseminate and facilitate the use of the above products and will support the implementation of the 2021-2026 AASHTO Strategic Plan Workforce Development Strategy, which can be found at www.aashtoplan.com.
Potential activities envisioned as part of NCHRP Project 20-44(40) include:
(1) Dissemination of the research products by communicating the content and value of them through multiple outreach channels, including: webinars, videos, promotional materials, and presentations at conferences and other events attended by transportation agency leaders. All deliverables will be developed in coordination with the AASHTO Committee on Performance-Based Management (CPBM).
(2) Designing and conducting pilot implementations with up to four state departments of transportation (DOTs) to demonstrate agency application of the research products. The pilot implementations will focus on addressing one or more of the ACB framework change forces that each participating DOT selects. This will lead to the building of one or more capabilities using strategies and resources from the ACB Guidebook and implementing the ACB action planning process.
(3) Using the outcomes of the pilot implementations to (a) document the state DOT use cases; (b) identify where to improve user guidance in the ACB Guidebook and website resources; and (c) add further guidance on processes for agency capability building and action planning
These activities will provide multi-channel outreach to maximize the opportunities to reach transportation leaders and practitioners who may be facing challenges requiring additional or enhanced capabilities in their agencies. These activities will also provide transportation agencies with expert assistance to help pilot agencies learn how to effectively leverage the ACB resources and directly apply them by understanding the capabilities needed for developing effective strategies to build their essential capabilities. The documentation of the pilots and associated updates to the guidance and website resources will enhance transportation agencies’ ability to apply the research products to their own situations and agency roles by showcasing issues and challenges pilot agencies face that they may be able to relate to their own experiences. Finally, this project will strengthen the ACB resource base with additional topical and noteworthy examples from agencies to help enhance the products for the entire transportation community.
