摘要: The objectives of this research are (1) identification of the latest best practices that agencies are using when contracting for new technology that gains a higher level of success, (2) inclusion of requirements that are flexible enough to be adapted as technology changes, (3) presentation of a pricing model that is accommodating but reasonable to both parties, and ultimately contributes to agency goals to improve safety and mobility. Task 1. The first task is to address Research Objective 1 by performing a literature review, survey and interviews of transportation agencies on their contracting and procurement practices as it relates to transportation technology/IT solutions. This also involves outreach and engagement with external partner organizations such as the National Association of State Procurement Officials (NASPO) to benchmark best practices involving technology procurements in other sectors. Task 2A. This task involves reviewing the results from Task 1 and produce a synthesis of the relative strengths, weaknesses, opportunities and challenges of current agency practices related to procurement of technology/IT solutions. Task 2B. This task will identify best practices, requirements, resource-sharing arrangements, solution-based contracts, best-value strategies, etc. that agencies can adopt or adapt. Task 3. This task will assess, based on the results of Task 1, pricing models that offer public agencies the best value for deployment and maintenance of technology/IT solutions. Task 4 will include recommendations to agencies on what changes need to be made to their existing procurement laws, methods and protocols (e.g. capital improvement plans, asset management protocols, etc.) to allow for the implementation and institutionalization of the recommended practices identified in Task 2A, 2B and 3. The results of this research will be presented in one or more white papers with the request that they be web enabled with links to supporting resources gleaned from the literature review and benchmarking that took place during the project. The authors(s) may be asked to present the results at one or more meetings of the AASHTO Board of Directors, or other AASHTO committees and stakeholder groups.
