摘要: This project will be a collaboration between the University of Washington and King County Metro Transit (KCM). It aims at introducing an alternative approach that compares fixed-route services and shared mobility options based on their marginal costs. Specifically, the project will address the following questions: (1) What are the differences between the marginal cost and the average cost of providing fixed-route transit service in a specific area? (2) How do marginal costs vary between performance-equivalent traditional transit service expansion (e.g., increasing bus frequencies on existing routes, adding or extending routes) and new mobility services? (3) How can public transit agencies empirically estimate and compare the marginal costs of different options using data-based approaches? The project will rely on both theoretical reasoning and empirical analysis. The research team will justify using the marginal cost instead of the average cost based on economic theories. The research team will also use KCM’s Via to Transit program data to develop an agent-based model. The model will simulate the hypothetical scenarios where Via to Transit was not available and KCM employed fixed-route transit to provide a comparable service. Using the outcomes of the simulation, the team will compare the marginal costs of delivering the same level of mobility services using traditional and app-based shared mobility options.
