摘要: The rate and impact of natural disasters have increased dramatically in the past few decades due to population growth, global trend in urbanization, land use change and stress on ecosystems. A recent example of this is Hurricane Harvey in August 2017, which has caused over $180 billion in damage and affected 13 million people from Texas through Louisiana, Mississippi, Tennessee and Kentucky. Destructive effects of disasters, although inevitable, could be mitigated by a proactive approach and the development of appropriate preparedness plans. As one of the most important preparedness strategies in emergency management, evacuation planning is imperative to prevent loss and suffering of population, and will contribute to increasing resilience of communities. Research is necessary to address one of TxDOT’s top priorities concerning disaster recovery, readiness and resiliency. During this project, researchers will identify the evacuation demand according to the analysis using spatial distributions of vulnerable population of Texas communities. The research team will investigate evacuee behavior to reveal population movements and help plan evacuation routes as well as control traffic and will analyze and identify the vulnerability of transportation infrastructure of Texas due to the impact of natural disasters. Researchers will develop models to assist in decision making about how to handle critical road segments in terms of vehicle allocation and traffic control. The final research report will document the findings, including vulnerable population distribution, road vulnerability, evacuee movements, and insights about reinforcing critical road segments reinforcement, vehicle allocation, and traffic control.
