Safety performance ranking and prioritization of railroad-highway crossings (RHC) are primarily determined using a United States Department of Transportation (DOT) model to estimate "final accident prediction" at the crossing. The model uses many prediction factors and a constant. The model does take into account such safety treatments as passive devices, flashing lights, and gates. However, the model does not specifically address pedestrian safety treatments and crossing circuitry upgrades. The goal is to obtain pedestrian safety prediction factor values and circuitry upgrade prediction factor values that can be used in a modified FRA or Illinois model. Once the modified model is developed, the model will produce more accurately estimate of RHC safety performance and thus more accurate ranking and prioritization. |
